The Contract
The Business Wales, Business Development and Growth Service focuses on providing a wide range of advice to growing businesses through a variety of means including digital, telephone and face to face support.
The Role
Supporting SMEs in Wales to identify and access procurement opportunities through the following activities:
- Enabling businesses to become tender-ready and competitive for procurement opportunities.
- Supporting SMEs to access and effectively utilise relevant procurement portals, including a thorough understanding of Sell2Wales.
- Providing guidance on current procurement regulations and supplier requirements
- Offering support and advice on joint bidding, social value considerations, and current Welsh Government policy.
- Identifying and communicating wider business support opportunities available through partner networks to support onward development of SMEs.
- Developing understanding of legal and regulatory implications, including changes to procurement legislation.
Supporting the Supply Chain Manager to work collaboratively with both public and private sector buyers across Wales to enhance their engagement with Welsh SMEs.
- Providing customised support for buyers, including local authorities and Tier 1 organisations, for example through Meet the Buyer (MTB) events linked to their contracts.
- Creating a two-way flow of information through close collaboration with key local and national projects and stakeholder networks.
- Supporting mechanisms to develop knowledge of pipeline values, helping to create a national picture.
- Creating opportunities to retain public and private sector expenditure within the local economy.
The Responsibilities
- Provide specialist procurement advisory 1-to-1 support to Welsh SMEs, delivered either digitally or face-to-face.
- Facilitate and deliver a range of one-to-many activities, including webinars, workshops, seminars, and presentations.
- Undertake all activities in a professional, knowledgeable, and consistent manner, using agreed materials and resources.
- Maintain a thorough understanding of the Welsh procurement landscape, developing effective local and national engagement with buyers to promote the service, secure referral networks, and support activity.
- Maintain up-to-date knowledge and understanding of procurement law, Welsh Government policy, and key themes influencing the procurement landscape in Wales.
- Attend business networking and engagement events to promote the service to potential clients and stakeholders.
- Maintain knowledge of local, national, and sector-specific developments, wider business trends, and good practice within the specialist area.
- Develop and maintain an understanding of the Wales investment landscape, identifying new and emerging opportunities for stakeholder engagement to support service activity.
- Create and develop specialist-related digital content, such as video tutorials, and ensure all associated digital resources remain up to date (e.g. information factsheets and third-party content used for signposting).
- Work collaboratively with management team to develop innovative content and activities, and contribute to CPD delivery for colleagues across the wider service.
- Utilise approved diagnostic tools to assess clients’ business needs, identify barriers to development and growth, and ensure client records are updated within prescribed timescales.
- Maintain accurate records of all activity and ensure appropriate follow-ups are completed in a timely manner.
- Undertake agreed learning to maintain CPD and proactively share intelligence to support engagement, reach, and service provision, as directed by the Delivery Manager and Business Development Advisory Team Manager.
- Undertake any other duties as reasonably required by the Senior Management Team.
